Imphal, April 06 2010:
Normal live in the hill districts was literally paralysed today due to the chakka-bandh called by the United Naga Council (UNC) in protest against the Autonomous District Council (ADC) Amendment Act 2008 .
To prevent any unwanted eventualities, police kept a sharp vigil along main roads, particularly NH-39 and NH-53 .
The 12-hour strike ended at 6 pm without any major incident.
Notably, various Naga leaders burnt copies of the Act in Tamenglong and Ukhrul saying the Act has no substance and it that gives no autonomy to the ADC.
The UNC, while contending that the Act does not protect and safeguard the rights of the hill people, has urged the Hill Areas Committee (HAC) to stall enforcement of the same Act.
In all the consultative meetings convened in Senapati, Chandel, Tamenglong and Ukhrul districts, Naga organizations and Naga village leaders resolved that this Act should be denounced in its present form and content, the UNC said.
Among other provisions, section 29 (1) clause XIII of the Manipur ADC (third amendment) 2008 "empowers district council to occupy and sell/allot land from villages," said a UNC leader.
He remarked that this provision directly infringes in to the right of the village authority of tribal villages, he added.
