The State Government has announced its decision of regularising the posts held by direct ad-hoc employees in different departments whose cases are pending in the Court by holding DPC within six months.
The Department of Personnel and Administrative Reforms (Personnel Division) has issued an order in this connection on September 24.The order, however, made it clear that the regularisation of the ad-hoc employees would be subject to certain conditions.
The conditions include verification by the Government Department concerned whether the post held by the directly recruited ad-hoc employee is vacant and not included in the downsizing.
If the post held by the direct recruit ad-hoc employee is clearly vacant and not included in the downsizing and falls under the direct recruitment quota, the post shall be filled up by direct recruitment through regular DPC within six months by following the rules/instructions laid down by the Government, the order issued by Under Secretary (DP) Seikholet Lhangum said.
Proper reservations for SC/ST as per roster points should also be kept in view while filling up the posts, the order added.
In case, the ad-hoc direct recruit employees were appointed against a clear vacancy meant for promotion, the order said, such vacancy shall be filled up by promotion through DPC within six months.
The terms of the ad-hoc direct recruit employees shall be extended by the Administrative Department for a period of 6 months with effect from the date of issue of the Office Memorandum (ie September 24, 2005) or till the posts/vacancies are filled up on regular basis.
The ban on direct recruitment of the Government would also be relaxed so far as the filling up these posts/vacancies are concerned.
The order further aid that the period of the service rendered by the incumbent ad-hoc direct recruit employees shall be relaxed for reckoning of his/her upper age limit for the purpose of regular filling up of the post held by him/her on ad-hoc basis through regular DPC.
However, this age relaxation in respect of the ad-hoc direct incumbents shall not be made applicable for the direct recruitment to other posts/service.
