Cracking the whip against the reported nexus between militants and Govt registered contractors, Chief Secretary Jarnail Singh has issued strict instructions to check the growing culture of handing work orders from one contractor to another under duress through the Power of Attorney.
Simultaneously, the Chief Secretary has also issued strict instructions to pull up all Govt employees who maintain links with militants and slap them with the same Act used against militants.
Talking to The Sangai Express a source said that the Chief Secretary has asked the Departments concerned to get its act going and to book all those contractors with militant links and who have been coercing other contractors to transfer their work order to them through the Power of Attorney.
Stern action will be taken up against such contractors who have been using coercive methods to snatch the work orders from others, said the source.
Such contractors will also be black listed.
Following the action initiated by the Chief Secretary, some contractors have approached the Govt with reports that their work order has been taken away through force, said the source.
The Chief Secretary has also asked all Govt Depts to keep a close tab on its employees to see if they any links with militants.
The instructions came following the arrest of an employee of the Labour Dept for possessing documents of the KYKL some time back.
The Law Dept has also been consulted on the due process of law to be taken up in case Govt employees are found to maintain close links with any underground outfits, added the source.
The instructions of the Chief Secretary was issued on January 15, and Depts have been told to inform the police on time if it comes across any such nexus.
The Chief Secretary made it clear that the all Departments should monitor its employees, especially those who are frequently absent from duty and who are frequented by suspicious character.
When The Sangai Express contacted a high ranking police officer, the officer said that the Police Department has been kept on high alert.
