The Manipur Human Rights Commission has today asked the DGP to submit a detailed report on the arrest of two persons by personnel of 14 Assam Rifles without issuing any arrest warrant on January 13 from Sapermeina bazar.
The two villagers, Jamkhomang Haokip (45) village authority secretary of M Jangnomphai village under Sapermeina PS and Ngamsei Kipgen village authority secretary of Moisang village under Kangpokpi PS, have not been released nor handed over to the police since their arrest, a petition submitted to the rights panel contended.
The petition further said that the two are still under the custody of the Assam Rifles and added that a complaint in this connection has been field with the Additional Sp of Kangpokpi PS on January 15.However till date no effective steps have been taken up, it added.
After perusing the matter, the rights panel, headed by its Chairman, Justice (Retd) WA Shishak maintained that the matter concerns the life and liberty of citizens of the land.
The rights panel therefore asked the DGP to furnish a detailed report on the matter by January 24.It also registered the matter as an MHRC case for inquiry under the relevant provisions of the Protection of Human Rights Act, 1993.The Commission also ordered that a copy of the complaint petition along with a copy of today's proceedings be submitted to the DGP.
