Even as the next general election for the 9th State Assembly is drawing closer, a storm has started to build up within the Congress party with many petitioning the Governor and the MPCC (I) chief against, what they alleged is a back door admission of Manipur University, Vice Chancellor Dr Ng Bijoy, as an active member of the MPCC (I).
The protests which have been lodged with the Governor, also the Chancellor of MU and the MPCC president are based on the ground that the VC had entered his name as an active member of the Congress party while still in Government service and for violating CCS Conduct Rule number 5.The admission of Dr Bijoy as an active member of a political party while still being the VC violates the provisions of a Central University, said a source.
MU was recently upgraded to the status of a Central University through an Ordinance.
The new development has also sown seeds of confusion in the rank and file of Congress workers in Khurai Assembly Constituency from where Dr Bijoy hails.
Dr Bijoy joined the Congress as an active member after the elections of the MPCC (I), DCC and BCC were finalised, said sources and added that he joined the party through the DCC Imphal East Sawombung President Joykumar as a social worker.
His active member number is 11857 while the serial number is 154.The organisational elections of the State Congress unit was finalised on April 10 this year.
The VC's name as an active member of Khurai Block Congress Committee was submitted by the president of the DCC by backdating the list of new entrants to June 27.The list was submitted to the MPCC (I).
Dr Bijoy has been accused of by passing the BCC and joining the Congress as an active member through the DCC, said sources.
Protesting the inclusion of Dr Bijoy's name as an active member of the MPCC (I), the president of the Khurai Block Congress Committee Th Shyamkishor has already submitted necessary petitions on October 24 to nullify the list.
Following the hue and cry raised from some quarters, MPCC (I) president Gaikhangam has already instituted an inquiry and asked the vice president, T Mangibabu to study the case.
The said VC is in charge of general administration, disciplinary action and organisation valley.
Taking his protest further, the Khurai Congress Block Committee president submitted a petition to the Chancellor of MU on November 9, Dr Sidhu, to take up necessary action as Dr Bijoy has violated the CCS Conduct Rules, 1964 by joining a political party while still in Government service.
A copy of the petition has also been forwarded to the Union Ministry of Human Resources Development.
The petition to the Governor said that Dr Bijoy is the Vice Chancellor of a full fledged Central University and by joining a political party has violated the CCS Rules.
The Governor was also urged to take up fitting action against the VC for trying to mislead the public and for launching a campaign ahead of the election.
Following the latest development, seeds of division and confusion have been sown amongst the Congress workers of Khurai Assembly Constituency.
