Imphal, February 25:
To check the quality of contract works taken up in constructing the infrastructure of Education Department and goods supplied for education, the proscribed KYKL has today laid down a series of guidelines for contractors/suppliers and officials of the department and educational heads to follow.
Stating that the guidelines have been enforced from this year, the outfit in a statement said that the ONK has been entrusted with the task of implementing the guidelines.
The outfit made it clear that contractors should maintain quality in all the works they execute and utilise all the required items.
Likewise suppliers should also supply quality goods as well as the required quantity of goods and material.
Contractors and suppliers too should not get more than the profit outlined for their work.
Officials of the Education Department who have the authority to clear the bills of the contractors or suppliers should do so only after verifying the quality of the work done or the quality of the goods supplied.
Similarly, heads of institutions like VC, Principal and Headmaster should also follow this guideline, said KYKL.
Sounding a stern warning, the outfit said that if any officials issue the bill for under par works as well as for inferior quality goods supplied by suppliers, then they will be given harsh punishments on charges of corruption.
Contractors and suppliers too will be given harsh punishment if they withdraw their bills without completing their work or do so without maintaining quality.
The same yardstick will also apply to suppliers, said the statement.
Contractors and suppliers may also be made to do their work from start to finish again if they compromise with the quality of work and suppliers may be asked to supply a fresh consignment in case of poor quality of goods supplied earlier.
Local clubs and organisations should also not take the contract work of constructing school buildings in their vicinity, said KYKL and added that instead of hankering after contract works, they should concentrate on the quality of the work being executed.
