Around 250 armed security personnel have been put on alert to guard the Assembly complex and its surrounding areas as the 7th session of the 9th Manipur Legislative Assembly, which would have four sittings, is beginning from tomorrow.
Police commandos of Bazar Unit of Imphal West district and Village Defense Force (VDF) have already been deployed in the surrounding areas of the Assembly complex as precautionary measures.
A total of 117 police and VDF personnel including personnel called out from various police stations in Imphal West along with 125 personnel of IRB/MR and 60 women constables, to be assisted by 10 homeguard personnel, will be deployed around the Assembly complex during the session, official sources said.
Arrangement for the movement of vehicles of the Members of the House and officials of the state government has also been made for smooth functioning of the session.
As per an office memorandum issued in this regard, vehicles of the Chief Minister and Ministers will enter through gate No.1 and exit through gate no.2.Vehicles of Speaker and Chairman of the three financial committees will park inside the Assembly Compound.
All the construction and renovation works inside the Assembly Complex will remain suspended during the sitting days, stated the Chief Security Officer Th Nimai of the Assembly Secretariat.
On the first day of the session, Chief Minister O Ibobi will table the 13th report of the business advisory committee, 2010 and move for allocation of time recommended by the committee by the house.
The Chief Minister who is also holding the finance portfolio will present the budget estimate 2010-11 and supplementary demands for grants, 2010 in the house.
A highly reliable source, the budget estimate 2010-11 to be tabled to the floor of the house would be of Rs 2,350 crore and the Chief Minister is likely to move for passing Rs 577 crores for passing on vote on account.
The incident of recent murder of a widow and her teenage daughter by miscreants after abducted from her house on January 24 will also discus in the house, the source said adding that the authority is al set to table the matter tomorrow colliding with the International Women Day.
Education minister L Jayentakumar will also present the report of the select committee of the Assembly on the Manipur Higher Secondary Education (Second Amendment) Bill-2009. In the afternoon session of the first day, discussion on the Governor Address on the motion of thanks moved by member T Mangibabu and seconded by N Mangi MLA on January 13 last will be taken up as per the list of business.
Meanwhile, Speaker has nominated three members of the house, N Mangi, Md Helaluddin Khan and M Hemanta as members of the Panel of Chairmen of the Manipur Legislative Assembly.
