Angry police constables of the State Police Department successfully foiled the Pre Promotion Selection Test (PPST) for promotion to the post of Naik from taking place at the 1st Battalion Manipur Rifles ground today.
The police constables who have already been promoted to the post of Havildar resorted to such actions as they were asked to appear again for the PPST for promotion to the rank of Naik which is lower than the rank of Havildar.
Deputy Inspector General of Police (Ops) Dhruva Mishra who is the chairman of the selection committee of the said test had to wrap up the test for the day owing to the sudden revolt of the irate constables numbering about 800.Talking to this reporter, an irate constable S Ibomcha rued that inspite of being promoted to the post of Havildar after clearing the PPST held on May 27 2000, promotion orders have not been issued till date.
As many as 916 constables were promoted to Havildar after clearing such PPS test, informed Ibomcha and added that 105 constables were given the promotion orders whereas the remaining 811 constables left untouched.
Mention may be made her that the Police Department authorities had issued an order recently for conducting PPST for promotion to the post of Naik.
The order also stated that those who had already cleared the PPST for promotion to the rank of Havildar should also face the same test scheduled on Wednesday.
Following the notification, the constables filed a writ petition in the High Court and also served legal notices to the Director General of Police (Range -I) and all the Superintendents of Police requesting the top police officials not to hold the PPST till the vacant post of Havildars are filled up from among the qualified constables.
When contacted, DIG D Mishra who is also the chairman of the PPST decline more comments stating he cannot dispose the matter at his own discretion and added that the matter has been intimated to the DGP for solving the impasse.
Probe ordered: The Manipur Government has appointed Commissioner (Departmental Inquiry) L Ihomcha Singh (IAS) as inquiring authority to ascertain charges framed against Additional Superintendent of Police, Manipur Police Training School, Pangei V Raj Rai (MPS).
