The Striking JAC of AMTUC and AMGEO today re-affirmed that they will go ahead with stir until their demand is met with intensify forms from time to time while rejected the statement of the Chief Minister, O Ibobi and exposing various flaws in the government recruitment process.
The note on financial resource statement of the state circulated by the government signed by state finance commissioner AN Jha has collided with the number of employees of the state government till 2006-07 as the same number put down by the JAC at 61,560 .
But government could not figure out the actual number of employees recruited during the period 2007-08, 2008-09 and 2009-10, a statement of the JAC signed by its publicity secretary L Priyobarta dispatched today in reply to the statement given by the chief minister and the note on financial resource statement,
2010-11 .
When the 13th finance commission asked for furnishing the actual number of employees of the Manipur government and the fund require in paying the salaries and pensions of the employees, the state government could not provide the same.
JAC is surprised to know that Manipur government had recruited over 20,000 persons in the departments of police, education, health and district councils to make the total number of employees of the state government around 80,000 .
The statement of the commissioner (finance) has clearly indicated that state government failed to include the fund required for payment of salaries for the newly recruit over 20,000 employees in submitting the recommendation to the 13th finance commission.
That was why, the 13th Finance Commission did not reflect the additional fund require for the payment of salaries of the newly recruit employees and awarded the grant based on the employees figure of 2006-07 .
The government revelation of having no funds for payment of arrears of the employees effective from January 2006 is not for the employees recruited before 2006-07 but on searching for the payment of salaries of the newly recruited 20,000 employees, the statement observed.
This is a big mistake on the part of the government and present council of ministers is trying to cover up the require funds for payment of salaries of 20,000 which they appointed in free hand without following a recruitment policies.
It is true that there will not be fund if government tried to distribute the fund provision for 61,560 employees to over 80,000 employees.
While saying this, it does not mean that JAC is blaming to the newly recruited 20,000 employees as JAC is nothing to do with the government job recruitment but the government attitudes free hand in recruitment without considering the financial resources.
JAC blamed on government having no recruitment policy as well as its financial mismanagement asking whether state government has separate recruitment policy or government had not kept in mind that state can spend only 35 percent of the non-plan outlay.
When the state has broken the recruitment policy by itself, how can the Centre award additional grant to the state.
How government can afford the additional resource for payments of salaries of over 20,000 newly recruit employees, it asked.
In recruiting employees by the government, JAC has nothing to do with but it is the duty of the government to press the Union ministry of finance and other concerns for availing funds to afford the additional fund requirements.
The JAC wants an exact report that government has no funds to pay the arrears at the earliest, the statement re-affirmed that employees will go ahead with the cease-work and if necessary intensify forms of agitation and appealed the employees to get ready for response when the JAC announces future course of agitations.
