Planning Commission of India (PCI) will hold a discussion on the resources with regard to Manipur state on January 12 at Yojana Bhavan, New Delhi, an official source here said adding that the Working Group level discussion for the annual plan 2010-11 proposal for the state is also scheduled to be held within January month.
State government has completed preparation of the draft annual plan, 2010-11 proposals of Rs 3231.09 crore including Rs 800 crore as Special Plan Assistance.
The same has been submitted to the Planning Commission of India on January 4 last, the source said.
The state plan proposal showed an increase of 61.57% over the approved outlay of Rs 2000 crore under annual plan 2009-10.The increase is mainly due to hike in the other ACAs for 2010-11 aggregating to Rs 1628.04 crore, the intimation of the state chief secretary, DS Poonia to the Special Consultant (NE), Planning Commission stated.
It was further observed that there is sharp increase in the proposed outlay of some of the department like the Tribal District Council, Coorporation etc.
and for providing state share for the Centrally Sponsored Scheme (CSS).
Meanwhile, state has spent only Rs 557.99 crore representing only 27.62% of the total approved outlay of Rs 2000 for the year 2009-10 till November 30, 2009 against the target of 50% expenditure.
State government had set a target of 50% of the total outlay by December 31, 2009.Despite strong instructions from the Chief Minister to achieve the target, departments could not fulfill the target, a fact regretted by the Chief Minister in the recent plan review meeting.
Mention may be made that usually, a state should spend 70% of the total outlay approved by the Planning Commission by December 31 of the every fiscal year leaving only 30% for spending during the last quarter (three month) of each fiscal year.
In the review meeting held on December 31 last under the chair of the Chief Minister, except arts and culture and youth affairs and sports departments, no other departments put up their proposal causinge Chief Minister expressed concern.
