Another round of tripartite talks on en masse surrender of cadres of militants group KCP(MC) Lallumba faction will be held on January 9 (Saturday).
Director of Union Ministry of Home Affairs (MHA)�North East-1 who will represent Union government arrived here in Imphal today.
Manipur government, mention may be made, has prepared ground rules and other packages to be offered to the KCP(MC) Lallumba (alias Hitendra) faction since the last part of 2008 when the faction approached the Union government for en-masse surrender of its cadres to the government authority.
They aproached the government l through Assam Rifles authority.
The tripartite talk- Central government- State government- KCP (MC) Lallumba � will be held at the banquet hall of the 1st Battalion Manipur Rifles, Imphal.
Director of MHA-NE-1, Dr MC Meghanadhan will attain the meeting in which state government will be represented by additional chief secretary, PC Lawmkunga and IGP (intelligence), LM Khoute IPS.
Manipur government had already entrusted state additional chief secretary and IGP (intelligence) for signing the agreement with the leaders of the KCP (MC) faction on behalf of the state government.
IGP (intelligence), LM Khoute will also be the chairman of the Joint Monitoring Group (JMG) after the tripartite agreement apart from supervising the implementation of the ground rules to be enforced which come into effect after the signing of the tripartite agreement, source said.
The ceasefire between the faction with the Government of India and the State Government has already started in full swing since the first round of tripartite talks held at New Delhi in same year 2008 .
The chairman of the faction Lallumba has recently claimed that his goup has a strength of more than 370 cadres in three separate base camps of the group.
A total of 123 cadres including four female are reportedly staying at the first base camp, 75 cadres in the second base camp while over 100 cadres in the third base camp which is also serving as the training centre of the outfit.
The faction in January last year declared that Bishnupur, Churachandpur, Thoubal, Tamenglong, Senapati, Imphal East and Imphal West districts are the area of operation of the outfit with its headquarters somewhere in Senapati area.
Lallumba @ Hitendra is the chairman of the faction, Rousow is the general secretary, Johney is the finance secretary, Naba is the chief of army, Kebi is the organisation secretary and Prem is the operation commander of the group.
The scheduled tripartite talk on January 9 will be the fifth rounds of talks since November 2008 will discuss themodality and package to be offered to the faction for mass surrender.
Among others, the draft ground rules prepared by the state government includes payment of Rs.4000 per month to each of the registered cadres of the KCP(MC) group surrendered to the government as per the agreement, putting up its cadres at the surrenders rehabilitation centre being set up at Jiribam sub-division by the state government are some of the package also included in the draft rehabilitation package.
Director of MHA Dr MC Meghanadhan who recently took over the charge of director North East-1 arrived at Imphal this afternoon for his four-day visit in the state.
Tomorrow, he will attain a meeting of the Joint Monitoring Cell (JMC) of Suspension of Operation (SoO) with Kuki militants signing the packed under their apex bodies, Kuki National Organisation (KNO) and United People Front (UPF).
During his stay in the capital, the director will also hold review meetings with the top brass of the security establishment.
He will also call on with the chief minister, O Ibobi before concluding his four day visit in the state and leave for New Delhi on January 10 .
