Although identification of encroachers along the National Highway-39 stretch from near Raj Bhawan Gate to Singjamei Parking has conducted some time back, the State Government has not taken up any steps as it is in a fix over the issue of eviction and land acquisition, said a reliable source.
The source informed that identification of the encroachers along the said route commenced after a survey conducted by the Directorate of Settlement and Land Records since July 18, 2003.The survey work was completed this year and all the relevant reports have been submitted to the Imphal West DC.
But so far no action has been taken up to evict the encroachers.
According to the survey report, the area of land that have been encroached upon on either side of the National Highways are 0.0869 acres in Police Bazar area under Village No.40, 0.6419 acres in Chingakham Leikai area under Village no.40, 1.5117 acres in Chingamathak area under Village No.41, and 1.8023 acres in Singjamei area under Village No.48.Though the Govt had deliberated on evicting the encroachers and giving compensations to the pattadars on a number of occasion, it has not taken up a definite decision on the matter, the source said.
The inability of the Govt to evict encroachers and decided upon the amount of compensation to be paid to the pattadars for acquisition of their land is due to undue pressures from some Govt officials and authorities, the source disclosed.
On the other hand, the source further lamented that the proposal of the Govt for construction of a by-pass ring road through the National Highway-39 seemed to have been shelved and given a quiet burial to the whole project.
For constructing the by-pass ring road, Chief Minister himself had conducted a field visit, but there is no sign of any work being taken up in this connection, the source rued.
