Failure of numerous state Government Departments to furnish utilisation certificate of Rs 490 crore provided by the Centre under the Special Plan Assistance (SPA) in the previous fiscal is likely to impede similar allocation for the current fiscal as the Planning Commission is reported to have taken the matter seriously.
A reliable source informed said that the Planning Commission might hold back the Central allocation to the State due to failure of the departments in proving the funds were utilised in a satisfactory manner for which furnishing utilization certificates is necessary.
The matter assumes significance as the allocated funds were already disbursed to departments concerned and were at liberty to implement welfare schemes through their respective accounts.
Taking the matter seriously the Planning Commission is reported to have set a condition to the State government to furnish the utilisation certificates to pave the way for sanctioning an SPA amount of Rs 500 crore for the current fiscal.
It may be noted that State Government officials have had a meeting with Planning Commission officials recently to discuss on the SPA allocation.
