The next decennial census of India, which would introduce a new system, National Population Register (NPR), will begin from June 1 this year in Manipur after two months' delay from that of the scheduled commencement of the exercise throughout the country.
The Deputy Commissioners of all districts of Manipur, who will take main role in the census operation, have been given required training on NPR in a training programme concluded recently in New Delhi under the aegis of Registrar General of India.
The training was held for three days from March 3 to 5 last, Director of Census Operations, Manipur, Y Thamkishore, IAS told the Hueiyen Lanpao.
Preparations for onward training on NPR for the SDCs and SDOs in all the districts have been completed, and the same will be conducted at the earliest, the Director said.
The first phase of the census operation in Manipur will begin from June 1 next and the second phase is scheduled to commence from February 1, 2011.The authority is targeting to publish the provisional figures of the census by April or May, 2011 .
National Population Register, which would count, identify and issue identity cards to the 'original residents' of the country will be introduced in the exercise, Thamkishore said.
The exercise is scheduled to start from May 15 next, but it has been postponed till June 1, considering the scheduled elections to the Autonomous (Hills) District Council.
The state government is making hectic efforts to conduct the elections by April next and conclude before the onset of the rainy season.
Mention may be made that the Government of India had announced that the NPR exercise will involve 35 states, 640 districts, 5,767 tehsils, 7,742 towns, 6,08,786 villages, 24 crore households and 1.2 billion population.
Over 2.5 million field functionaries will be involved in the exercise.
The authority of Census Operations Manipur, mention may be made, had already started preparations for the decennial Census of India, 2011 .
To ensure complete coverage, the entire country is divided into small enumeration blocks within the framework of respective administrative units of the states and the union territories.
The work of demarcation of these enumeration blocks had been taken up well in advance of the houselisting operations as the Census maps are to be prepared accordingly to obviate any overlapping or omission of area.
