The government of Manipur has reaffirmed the appointment of Y Joykumar, IPS as Director General of Police, Manipur.
He will continue to discharge his duties as DGP as before.
Under Secretary, Department of Personnel, Government of Manipur, Seikholet Lhangum has issued an order in the name of the Governor in this regard today.
Complying with the order of the Central Administrative Tribunal (CAT), Guwahati Bench, which had given a deadline to conduct a fresh DPC on or before March 20, the Review Screening Committee held its meeting today.
On the recommendation of the Review Screening Committee meeting, the Government reaffirmed the appointment of Y Joykumar to the grade and scale of DGP in the IPS Above Supertime Scale Rs 24,050-650-26,000 (pre-revised).
The order said, the findings in repect of C Peter Ngahanyui, IPS, Manipura Tripura Cadre of 1975 batch, have been kept in seal cover.
Y Joykumar will continue to look after the works of DGP, Manipur until futher orders.
Joykumar, IPS belongs to Manipur-Tripura cadre of 1976 batch.
He assumed the charge of DGP Manipur in the forenoon of March 16, 2007 .
It may be recalled here that Peter Ngahanyui had filed a case with the CAT, Guwahati Bench praying that a fresh DPC for the appointment of DGP, Manipur be conducted and he be entitled to the pay scales of DGP.
His prayer was based on the fact that the Department of Personnel had failed to keep the result of the DPC under seal.
The CAT, Guwahati Bench in an order passed on February 5 last in O.A.No.211 of 2008 and O.A.No.92 of 2009 (Shri C Peter Ngahanyui, IPS (MT:75) -vs- Union of India & Others), had directed the State Government to conduct a fresh DPC for appointment of DGP within 30 days from the date of issue of the order.
However, as the government did not get the certified copy of the order, the authority could not comply with the directive, and further requested the CAT to extend the date for holding the DPC.
Thus, the deadline was extended for another 15 days on March 5.The deadline ends tomorrow.
It may also be recalled that reports published in some sections of the press recently said that the government was searching for some qualified candidates for the post of DGP and mentioned names of some IPS officers from outside Manipur.
But no one came and applied for the post, an official source said.
