In an unpleasant development two officials under the Revenue Department came to blows over a squabble on assuming charge to the post of Sub-Registrar (head office).
The incident involving an Under Secretary and a Sub-Deputy Collector reportedly broke out while the latter was in his office chamber having assumed the charge of the Sub-Registrar after transfer from being SDC, Konthoujam Circle.
The SDC, S Kunjakishore told reporters at Manipur Press Club this morning that the Under Secretary named as one Hareshwor Goswami barged into the office room and started to rain blows at him (Kunjakishore).
Informing that his transfer from the Konthoujam post as Imphal Sub-Registrar (Lamphel) was effected on May 26 as per an order issued by the Principal Secretary (Revenue), Kunjakishore also contended that several intimations were aired to Hareshwor to formally process handing over of charge but to no avail.
With hareshwor not responding to his communication and coupled with the Principal Secretary's instruction to commence work in his assigned post, Kunjakishore is said to have assumed duty yesterday before an incensed Hareshwor showed up resulting
the ugly incident.
The Sub-Registrar further conveyed of registering a case on the matter at Lamphel police station, intimation to the Chief Secretary to initiate a departmental enquiry and putting up the incident to the DGP for necessary action against the Under-Secretary.
When contacted Hareshwar Goswami insisted that the squabble was provoked by Kunjakishore by twisting his (Hareshwar)'s right arm when the former enquired on his successor having self-assumed the charge.
Moreover, Hareshwar also contended that Kunjakishore was already conveyed to hand-over/take-over charge on June 22.He further claimed of the Chief Minister instructing the Principal Secretary to effect extension of his stay in the same office for three more months effective from April in order to facilitate computerisation process of rectifying land record irregularities (land value), Hareshwar also said since January he had been executing the additional duty as the Sub-Registrar since his predecessor was transferred in the run-up to the recently held assembly elections.
In consonance with the CM's advice to the Principal Secretary, Hareshwar reportedly approached the latter on whose advise Kunjakishore was apprised of the charge hand-over date.
