Justifying the capital punishment awarded to Sgt Mayanglambam Bijen alias Bicky of Umathel, the proscribed KYKL today said that it was constrained to eliminate Bicky as he had violated the party's rule and regulations and became an agent of the security force.
Bicky, it may be mentioned was found shot dead at Chirang Ching situated about 6 kms from Chandel PS yesterday morning.
The body has been handed over to family members after post mortem yesterday.
In a statement, KYKL said that any cadre holding the post of sergeant and above need special permission from the leadership to retire as such cadres are privy to many sensitive information of the outfit.
Violating all rules and regulations, Bicky went home and all reminders to return went in vain.
Even the date set by him to return was reduced to a farce as he eloped on the said date, said KYKL and added that Bicky went on to become an agent of the security force.
Information is vital for the survival of any armed groups.
It is this secrecy that should be guarded at all cost and anyone occupying the rank of sergeant and above are privy to all the sensitive information of the outfit, maintained KYKL.
When cadres in positions of responsibility, like Bicky refuse to return then it tantamounts to inviting the enemy and feeding them vital information pertaining to the outfit.
If anyone occupying such positions of responsibility want to retire then due permission has to be sought from the leadership.
It is up to the leadership's discretion whether to grant the retirement sought or not, said the statement and added that even if retirement is to be given, then such cadre is kept in safe custody, until such time the information that are with him are of no use any longer.
If Bicky had only refused to come back, then he may not have been awarded the death penalty, said the outfit maintaining that there is no hard and fast rule that such renegades should be eliminated.
However Bicky had transgressed all accepted norms and added that the intelligence unit of the KYKL had been monitoring his movement and activities ever since he returned home, said the statement.
Though no cadre of KYKL has been killed or arrested because of any information passed on by Bicky, it is clear that he was associated with the intelligence people of the security force.
Bicky did not disclose any immediate and 'small' information to the intelligence people, but was gathering political information which could have a devastating effect on the armed movement in the long run.
Bicky was not only collecting political information of the KYKL but also of other armed groups, claimed the outfit and added that though political information may not lead to any immediate arrest or action, it can have a big impact in the long run.
The KYKL has proof that Bicky fed information to the enemy on the secrets of the outfit, its strength and weaknesses, its goals and aspirations, said the statement.
In reality Bicky had become an agent of the enemy, charged the outfit and added that the security force was waiting for the opportune time to absorb him into their ranks.
Bicky was 25 years old, an age when a man can tell the right from the wrong and as such the KYKL could not forgive him on any ground.
Today, the Indian Govt has embarked on a strategy which is collecting information.
Earlier, they used to rely on their men but since this did not bear the desired fruits, they have turned their attention on acquainting themselves with alcoholics and drug addicts, meira paibis, families of cadres and retired cadres of armed groups.
The security personnel are offering a wide range of hospitality, said KYKL and added that help is given to the needy, providing money when asked for etc.
