Even as various cases related to appointment of Government employees on the basis of fake documents and withdrawal of GP fund have been unearthed in various Government Departments, in the latest instance an employee of the Public Health Engineering Department (PHED) who has already attained the age of superannuation was found to have been appointed in the Works Department on deputation.
According to a reliable source, from being the head clerk in the office of Chief Engineer of PHED the said employee identified as O Hera was appointed as the Divisional Accountant in the office of the Executive Engineer, Senapati Division of Public Works Department on deputation basis by an order of the AG.
While O Hera was on deputation as the Divisional Accountant at the office of the Executive Engineer, Public Works Department, the AG had also issued another order on February 13, 2002 (Order no.DA Cell/2-46/92-93/2000-01/Vol-II/1169) for reinstating him to his earlier post.
The Chief Engineer of PHED had also issued another office order on February 29, 2004, terminating the said employee from his service as he had crossed superannuation.
The office order number of the Chief Engineer, PHED was vide office order no.39 .
Regardless of the order of the AG for reinstating him to his earlier post and the service termination order issued by the Chief Engineer PHED, the employee in questioned was still continuing to work as the Divisional Account of the Executive Engineer, Senapati Division of Public Works Department from March 1, 2004 to August 31, 2008 .
During that period of around four and half years of continuing service as the Divisional Accountant, O Hera was also enjoying his monthly pay and other admissible allowances.
After the detection of the case, the Chief Engineer of Public Works Department has submitted a detailed report along with the reference of payment of salary and other admissible allowances to the said employee to the Commissioner of Works.
In the report, the Chief Engineer (Works) has requested for paying due attention to the matter and sought advice on necessary actions to be taken up in this regard.
The official source further disclosed the total amount of the pay and other admissible allowances that O Hera had enjoyed fraudulently would be recovered from the amount payable by the Government as retirement benefit.
However, so far no case has been registered officially against the employee to effect his arrest nor initiate any steps for taking up necessary legal action against him, the source further disclosed.
