House committee raps govt failure to keep assurances

The Committee on Government Assurances of the Manipur Assembly Wednesday pulled out government's failure to implement the assurances given by the ministers in the House within the stipulated time.
"While examining the action taken replies of the government, the committee found that most of the government department could not implement the assurances within the stipulated time," stated the report of the Committee on Government Assurances tabled in the House during the ongoing budget session.
The report viewed such lapses seriously on the part of the department and drew the attention of the Chief Minister and ministers to make all out efforts to expedite the implementation of the assurances within the stipulated time.
In most of the cases the action taken replies of the government were incomplete and not to the satisfaction of the committee, the report of the committee looking into the progress of action taken against assurances and promises made by the ministers on the floor of the House.
The committee recalled the assurance given by the then health minister Ph Parijat three year back, in January 2008, for the establishment of a medical council in reply to a question raised by opposition MLA Ng Bijoy and said that the same is not yet materialized.
After the passing of the State Nursing Council was passed and became Act in January 2008 and the then health minister assured of a bill for setting up State Medical Council in the budget session of the same year.
But it was failed to translate into action.
Observing that to achieve a quality health care in the state, establishment of the council is mandatory, the committee once again recommends introducing the bill at the earliest in the interest of the general public.
Minor irrigation minister had also assured of taking up four River Lift Irrigation (RLI) projects in Imphal east district during the financial year 2007-2008.However, except one project at Moirangkampu Awang Leikai, no other projects so far taken up.
The committee, in its report, expressed its strong displeasure on the negligence of the department for non-implementation of the assurance given on the floor of the House.
The committee chairman also pulled out state PWD on its negligence in translating into work to various road improvement works and bridge construction despite repeated promises made by the minister, K Ranjit in the House of the Assembly.
"Analysis to the action taken report furnished by the department was unsatisfied and the committee desires that all out efforts should be taken by the department to complete the work," the committee report asserted.
