Police failed to safeguard rule of law: Opposition

Opposition Manipur People's Party (MPP) Tuesday alleged police department for lack of effective measures in safeguarding rule of law and opposed from passing the budgetary allocation for the police department for the 2011-12 .
Legislator wing leader of the party O Joy Singh, while moving a policy cut in the House, observed that police department failed in all fronts as no case could be solved in time.
Alleging that the police failed to book culprits in many cases, Joy demanded the total amount of the demand should be reduced to Rs 100 .
Moving a token cut, RK Anand, opposition member asserted the department has failed to take up measures to uphold and safeguard rule of law.
He also alleged the ruling party on delay in the announcement of the result of DPC for appointment in different categories of post and failure of the department to accommodate successful candidates in the waiting list.
The amount should be reduced to Rs 100, demanded Dr.I Ibohalbi, opposition member and charged police personnel involvement in the extortion of money from the public in the name of insurgencies.
Defending the allegations from the opposition, chief minister O Ibobi Singh, who is in-charge of home department said law and order situation in the state has improved was improving.
The Chief Minister, while making a categorical clarification on the observation made by the opposition, said the government was trying its best to improve the service of the police by strengthening the department.
As part of it, government has increased police manpower significantly during the last two years.
This is in line with the advice of the Union Ministry of Home Affairs to strengthen the civil police force, he said.
Once the personnel currently under training completed, results of the pending DPCs will be declared, he said asserting that the second police training centre developing in Jiribam was yet to function.
Later, the House passed Rs 263.79 crore budgetary allocation for the police for the financial year ending March 31, 2012 voice votes.
