Imphal, February 16, 2010:
As a pre-revision activity, a door to door survey would be conducted soon to find out the errors and incompleteness in electoral rolls.
In accordance to an instruction from the Election Commission of India (ECI), pre-revision activities have been initiated in the State since January 16 ahead of the scheduled electoral roll revision.
Addressing a press meet at the conference hall of Old Secretariat this afternoon, Chief Electoral Officer PC Lawmkunga said that one representative from each of the political parties recognised by the ECI would be appointed as booth level agents (BLAs) in all polling stations in order to ensure that the door to door survey is conducted meticulously and successfully.
There are nine political parties recognised by the ECI in Manipur.
Drawing one BLA from each of these nine parties and one booth level officer deputed by the Election Commission, altogether 10 officials would conduct house to house survey in one polling station.
Working copies of electoral rolls would be distributed to the BLAs and BLOs between February 20 and 26. Once these copies are distributed, BLAs and BLOs would begin house to house survey to check out anomalies and errors in electoral rolls such as incompatibility between names and photographs, absence of surname, errors in age etc.
After checking all these errors, an error free electoral roll would be published and this error free electoral roll would be computerised for the whole country.
This exercise can remove anomalies like inclusion of a voter in voter lists of two different polling stations, PC Lawmkunga said.
Stating that the efforts to produce error free photo identity cards is a big project, the CEO sought public cooperation at grass roots level for successful implementation of the project.
Necessary unicode to make the electoral data error-free has also been developed.
With the help of this unicode, 'double-voters can be detected easily.
Out of the total 17,27,241 voters of Manipur, the ECI has issued electoral photo identity cards to 13,36,687 voters, Lawmkunga added.
