Even though authorities had started collection of finger print slips of arrested criminal, examination of crime scene, recording of unidentified dead bodies, the Manipur Finger Print Bureau has been functioning for the past over 14 years without a Finger Print Expert who can give opinions on crimes.
The post of Deputy SP, FPB who functioned as finger print expert that enables him to give opinion on finger print related cases with the declaration of the state Finger Print Bureau in May, 1991 has been lying vacant since the then Dy SP(FPB) N Mangi had retired from the job on superannuation on September 1, 1995. The FPB had submitted proposal to amend of the recruitment rules of the post of the Dy SP (FPB), to enable the post filled up by the qualified inspectors available in the department.
But the same is yet to consider, official source disclosed.
The Finger Print Cell of the state CID(CB) started functioning from August 8, 1977 and henceforth started taking finger print of arrested/convicted criminals to make comparison with the finger prints of the scene of the crime.
The Cell itself has been declared as a full fledged State Finger Print Bureau by an order of the state government issued on May 1991 with the then Dy.
SP (FPB) N Mangi as finger print expert.
After the retirement of N Mangi on September 1995, the post is lying till date, the source reiterated.
FPB, Manipur has got as many as 28,380 finger print slips on record for the arrested and convicted criminal as on December 31, 2008. During the year 2008, finger print slips of 2014 arrested criminals were recorded apart from visiting to at least five crime scenes for examination.
It also recorded finger print of 31 unidentified dead bodies across the state.
But only two cases were disposed off during the year 2008, the source maintained.
In Manipur during the year 2008, a total of 4434 different crimes including 3349 cases of major act which categorize as IPC (Indian Penal Code) crime and 1085 minor crimes which the CID put in the categories of local/special law crime were registered by the state police department, according to the annual crime figure maintained by the authority.
Out of the 3349 IPC crimes recorded, with 498 the attempt to murder case is the highest during the year under report and with one each case registered, dacoity and dowry dead recorded the lowest.
A total of 187 murder cases were recorded during the year 2008 in Manipur, four cases of homicidal were also registered even though no case of rape was recorded in the same year.
But 38 cases related with attempt to rapes or molestations were registered in different police station.
Police registered 88 cases of kidnapping and abduction with same number other cases link with the kidnapping and abduction.
Even though one case of dacoity was registered, 212 cases related with preparation and assembly of dacoity registered during the year, the report said.
Other cases recorded during the year included seven for robbery, 76 bulgary, 223 auto theft with equal number of attempt to theft, 47 riot, 24 criminal breacc of trust, 161 cheating, three counterfeit, 41 arson, 301 assault, 57, molestation, 28 cruelty by husband and relatives, two negligence death, 573 motor accident, 206 extortion, 44 offence against state and 216 others.
Out of the 1085 crimes registered under local/special law, 19 are under armed Act, 27 under Narcotic Drugs and Psychotophys Substances Act, two under Gambling Act, 21 under Explosive Substances Act, 10 under Essential Commodities Act, 994 under UA (P) Act, one under Passport Act and seven under Misc Act.
