Imphal, March 22 2010: Authority of Manipur government has selected Leasing and Financial Limited (IL&FS) as State Project Management Consultant (SPMC) for the implementation of Union Ministry of Home Affairs' scheme, Crime and Criminal Tracking Network and System (CCTNS) in the state.

MHA's CCTNS scheme aims at creation of infrastructure and mechanism to provide evolution of IT enabled police automation system in a planned manner from police station level onwards as also provided facilities and mechanism for interface with allied sectors like jails, courts, etc.

The project is part of the India's planned to launch the new scheme of "Crime and Criminal Tracking Network and System" with the main objective to automate the work flow of registration, investigation and prosecution of cases at the police station level.

Official source here Saturday said that a meeting of the State Apex Committee for Selection of State Project Management Consultant (SPMC) for CCTNS held recently has agreed to the proposal of the IL&FS which involved Rs 7,16,950 as consultancy charge.

The firm has been chosen among three firms provided by MHA to choose among them as SPMC of the project.

The IL&FS proposed completion of the project at a cost of Rs 7,16,950 but the other two firms did not specified the duration of completion of the project and its cost, the source said.

The meeting of the State Apex Committee, chaired by Chief Secretary, DS Poonia, minutely reviewed the bids willingness submitted by three firms � Price Water House Coopers (PWC), IL&FS and WIPRO.

PWC offered consultancy charge at rate of Rs 5,52,600 for three resource persons per months, IL&FS offered Rs 7,16,950 for the whole project while WIPRO officered Rs 4,19,140 for three resource persons per month.

As per the guidelines of the MHA, state government is given the power to engage any of the firms through national level tendering process or a firm outside the list provided by MHA may also be selected through appropriate open tendering formalities, the Apex committee selected IL&FS as the SPMC of CCTNS project in Manipur, the source added.

CCTNS is the pet project of Ministry of Home Affairs and aims at modernising the police force across all states and Union Territories.

It is 100 per cent centrally funded scheme providing all states with the required funding to run the program up to 2011-12 .

The project is a comprehensive and integrated system for enhancing effective policing and efficiency at all levels and especially at police station level through adoption of e-Governance and creation of nationwide networked infrastructure for evolution of state of the art IT tracking system.

The CCTNS project covers all 35 states and Union Territories covering 14,000 plus police stations and 6,000 plus higher offices including district headquarter, range offices, commissionerate and state headquarter.

The project includes hardware, communication infrastructure and data centre, CCTNS application, digitisation of historical records, capacity building and handholding.

CCTNS will focus on modules like registration, investigation, and prosecution solutions; crime prevention solutions, reporting solutions; collaboration solutions; emergency response management solutions; citizen and external interfacing solutions; and traffic solutions.

The necessity of boosting up the police modernization efforts, the planning commission of India included the formulation of the new scheme "Crime and Criminal Tracking Network and System, CCTNS in the XI five year plan (2007-2012) with the approval of an estimated outlay of Rs.2000 crores.
