Out of the total 37 sanctioned posts of IPS in Manipur, only 24 posts are actually being held by the cadre officers, while 12 other IPS posts are being held by non-cadre officials, an official source disclosed, and informed that the post of one IPS officer is still lying vacant.
In a reply to an unstarred question from Dr Nimaichand Luwang during the Assembly session on August 6, Chief Minister O Ibobi Singh, who also holds the Home portfolio, informed the House that the 24 sanctioned posts of IPS officers have been allotted.
These IPS officers are S Bimolchandra (DGP), C Peter Ngahanyui (ADG), Y Joykumar (ADG), JC Dabas (IG L&O-I), T Thangthuam (IG L&O-II), JB Negi (IG Ops), NK Mukhopadhyay (IG Administration), V Zathang (DIG Ops), PM Goud (DIG Range-IV), D Mishra (DIG Range-I), LM Khoute (DIG Range-II), MA Rahman (DIG Range-III), Anand Prakash (DIG Headquarters), P Doungel (CO 1st MR), S Dinokumar (Senior SP Imphal West), Anish Dayal Singh (SP Imphal East), Lupheng Kailun (SP CCpur), N Kipgen (CO Homeguard), M Karnajit (SP CID), RK Radhesana (SP NAB), M Sunilkumar (Principal MPTS), Clay Khongsai (SP Thoubal), Samir Ilme (SP Senapati) and Lhari Dorjee Lhatoo (Additional SP Thoubal).
The IPS cadre posts presently being held by non-cadre officers are SP-Bishnupur, SP-Ukhrul, SP-Tamenglong, SP-Chandel, SP-CID, SP-Vigilance, CO 2nd MR, CO 5th MR, CO 6th MR, CO 7th MR, CO 8th MR and CO 3rd IRB.
The official source said that under the rules it is permissible to fill up a cadre post by a non-cadre officer.
However, if such an arrangement is to be continued for a longer period, prior approval of the Central Government is required.
SGRY scheme: In another written reply to an unstarred question from Dr Nimaichand Luwang during the August 5 House sitting, Rural Development & Panchayati Raj Minister N Loken informed that a sum of Rs 347.17 lakhs have been released by the Centre for implementation of SGRY-I scheme in the nine districts of the State during 2002-03 as first installment.
But the second installment was not released.
For implementation of SGRY-II scheme in all the districts excluding Imphal West, a total amount of Rs 381.07 lakhs have been released as first installment during the current financial year.
Though the second installment amount had not been released for other districts, Centre has released a sum of Rs 22.62 lakhs for Senapati district.
The total amount of money sanctioned for procuring 7466 metric tonne of rice for the nine districts under scheme-I and II was Rs 861.356 lakhs.
But this amount excludes the second installment of Imphal West district.
During the financial period 2002-03, a total amount of Rs 231.99 lakhs have been released for three districts under SGRY-I scheme.
The three districts are Churachanpur (Rs 75.30 lakhs), Imphal West (Rs 60.66 lakhs) and Senapati (Rs 96.03 lakhs).
While under SGRY-II scheme, except for releasing a total amount of Rs 84.01 lakhs as first installment for Senapati district, no fund has been released by the Centre for other districts.
The quantity of rice component allotted under Scheme-I for the period 2003-04 was 12070 metric tonne and 12059 metric tonne under scheme-II.
So far none of the DRDA concerned have taken their shares, according to the statement tabled on the floor of the House.
To yet another unstarred question raised by Dr Nimaichand Luwang on August 8 session, the Panchayati Raj Minister in a written reply informed the House that a sum of Rs 102 lakhs have been released by the Centre under the 11th Finance Commission for development of local bodies (Panchayati Raj).
The said amount had not been released separately for the different districts and it has not been distributed so far, the written reply noted.
Minor Irrigation: As per the information furnished by Minor Irrigation Minister W Brajabidhu in response to another unstarred question of Dr Nimaichand Luwang, the State have received a sum of Rs 1647.60 lakhs, Rs 1619 lakhs and Rs 1489 lakhs respectively during 2001-02, 2002-03 and 2003-04 for implementation of Accelerated Irrigation Benefit Programme from Union Ministry of Water Resources and NABARD under its Rural Infrastructure Development Fund.
For AIBP, Centre has to meet 75 percent of the cost and the remaining 25 percent by the State Government.
