The State Govt has begun intense discussions regarding the appointment of a new DGP of Manipur as the current Director General of Police (DGP) Bimolchandra Singh (IPS) will be retiring on Oct 31 this year on the completion of his service term, disclosed a highly placed source.
The source informed that Chief Minister O Ibobi Singh who also holds the Home portfolio has sent a written statement to the Ministry of Home Affairs asking it to appoint a senior and experienced IPS officer as the new DGP of the State.
According to the source, AK Parasar (1973 cadre) is just behind the current DGP Bimalchandra in the seniority list, while C Peter Ngahanyui ADGP and Y Joykumar Singh, ADGP are behind AK Prarasar.
AK Parasar is currently occupying the post of Managing Director Manipur Police Housing Corporation Ltd, said the source adding that the Chief Minister and his colleagues had also made it known very clearly that they desire an experienced IPS officer to be appointed as the new DGP of Manipur.
It is most likely that most of the IPS officers would not want to be posted in Manipur due to the insurgency problem, asserted the source adding that Chief Minister would have a difficult time appointing the new DGP if the Ministry of Home Affairs also refuses to send any of the senior IPS officers.
It also added that a lot of problem will arise in the rank and file of the Manipur Police Dept in case a new DGP who is a batch mate of AK Parasar or an officer who is junior to him is appointed as the new DGP.
According to report received from New Delhi, the Central Govt has already started a serious discussion on the appointment of a capable and experienced IPS officer for the post of DGP for insurgency hit Manipur.
The source also added that the Chief Minster has also begun discussions with his Cabinet Ministers on the appointment of AK Parasar as the new DGP in case no suitable IPS officer is available from outside the State.
