All Manipur Jail Executive and Followers' Association, Imphal has lamented for the state of affairs prevailing in the Jail Department of the State.
In a statement, Association general secretary Y Suresh observed that Jail Department is the most neglected of all the Government Departments in Manipur.
In a place like Manipur, where law and order is serious problem, proper maintenance and functioning of the Jail Department is of paramount importance.
But instead of taking up appropriate measures to ensure smooth functioning of Department, it seems the Government intends to abolish the even the Central Jail at Imphal just like the Jiribam Sub-Jail and the district jails of Churachandpur and Chandel districts, the general secretary alleged.
According to the Assam Jail Manula, 1894, one helper has to look after 11 prisoners in a convict ward.
But in Manipur only 5/6 warders are doing the job for 450-500 convicts.
No DPC for promotion of the jail staff in Manipur has also been held for the last 20 to 25 years.
The number of employees in the Jail Department has also dwindled after many of them have retired from the service.
