Imphal, July 06:
Inquiry into the death of one Ashang Tangkhul inside the cell of Litan police station has been completed and the probe report submitted to the State Government by IGP (Law&Order-II) V Zathang for necessary perusal and prompt action.
According to information provided by a source, the probe pointed to some police lapses for the controversial demise of Ashang while it also mentioned 'no one witnessed the death, nor any knowledge about its cause'.
The IGP had headed the inquiries to ascertain facts leading to the death of Ashang on June 9 inside the Litan police station lock-up of Ukhrul district.
Referring to procedural lapses of the police station, Officer-in-charge and personnel, the report said that FIR on detention of Ashang was recorded only after the detainee expired.
Ashang was handed over to the police station by his family members and locals and at that time no case was registered, the report maintained.
During the inquiry process, 10 police personnel manning the station and the OC were questioned by the IGP himself with the finding pointing to the negligence of the OC.
On being queried regarding the lapses of the police station, the source contended that no one witnessing the death or inability to provide more information of its cause reflects the laxity of the police station personnel as the death had occurred inside the lock-up.
The 20 paged report submitted to the Govt about two days back refers to questioning Ashang's wife and five other civilians by the police officer.
Not only has the probe failed to provide a definite clue to the cause of death the post mortem report too did not specify the cause, disclosed the source.
The report further stressed on consultation with high ranking police officials for discussion on the blurry post mortem report and action to be initiated against those police personnel found guilty, said the source.
Even though the investigation failed to generate a definite answer to the controversial case the inquiry officer reportedly commented that detaining a person without any follow up or precautionary measures need to be dealt with seriously, revealed the source.
