Imphal, June 05 2012:
The banned outfit PREPAK (Pro) has claimed that the grenade attack at the residence of MDS Managing Director Y Ningthem on May 3 was carried out by its cadres as a part of the outfit's Operation Pruning.
Similar grenade attacks were also carried out at the homes of special contractors M Chaoba and O Meghachandra a few days earlier.
Elucidating the reasons and objectives of the ongoing operation, the outfit, in a press release issued by its assistant secretary, publicity and propaganda Maj Sunil M said that some wealthy and powerful people of the land have been usurping public fund for their personal aggrandisement in collusion of high-ranking bureaucrats and Ministers.
Some of the departments where these cliques of contractors, bureaucrats and Ministers have been enjoying a free run are MDS, LDA and FCS.
MDS Managing Director Y Ningthem has been working as collector cum broker for a number of Ministers and bureaucrats including the Chief Secretary, it alleged.
In cahoot with the gang of bureaucrats, he has already swindled huge amounts of public fund sanctioned to MDS for development works related to health, sports and education.
Almost 70 per cent of the funds sanctioned for hill districts have been pocketed by the gang.
Ningthem has converted his newly constructed building/house at Mantripukhri as the MDS office.
He is also building a luxurious hotel near 2nd MR complex.
In addition to owning a horde of cars, Ningthem has one BMW car which costs around Rs 30 lakhs.
Ningthem's money and assets can bear all the expenditures of PREPAK (Pro) for 20 years without going for any donation from the public.
Such men who have been exploiting and deceiving the mass do not deserve pity and they must be taught a lesson, it asserted.
In the same manner, special contractors M Chaoba and M Meghachandra have executed contract/supply works worth Rs 200 crores each in the past few years.
The huge amount of extra income earned by these contractors are neither invested for economic upliftment of the poor nor any fraction (of the incomes) given in charity.
Collection of money from such super rich people would not cause any hardship and their assets would not diminish a bit.
Disclosing that certain actions would be initiated at the opportune moment against some MLAs, the outfit alleged that these particular MLAs are working as 'puppet leaders' after synchronising their money and political power with the Indian regime.
Some of the activities which would be covered under Operation Pruning are keeping a close vigil on the behaviour of the rogue mafia leaders, MLAs and Ministers of the valley and initiate befitting action against them at the first available opportunity.
Initiation of certain actions against the mafia leaders, MLAs and Minister who have been misappropriating public fund and lastly, identification and cooperation with wealthy people who have been working for welfare of the mass.
The outfit also appealed to all the people to stay away from those swindlers so as to avoid any casualty in the course of the ongoing Operation Pruning.
