Government has warned officers of the level of undersecretary and above to resume their normal duty with immediate affect and take custody of the all government files of their respective departments.
On the other hand, government is not in the position to clear out salaries of the employees for the month of March payable in April as bills have not been prepared by the departments due to the ongoing Cease-work strike.
Government took seriously to the non-attendance at office by the officers of the level of under secretary and above, said an office memorandum issued today by the commissioner (DP) of department of personnel and administrative reforms.
The move of the government is related with the notice of non-attendance of the many officers right from the level of under secretary and above of the secretariats (both north and south blocks) regularly even since the cease fire strike was launched by the Manipur Secretariat Service Association (MSSA) .
Government viewed the matter seriously, the memorandum said directing all the said officers to attend immediately and resume their normal duties by opening all the locked rooms and taking possession of all files by breaking/opening all almirahs.
"Under secretaries should ensure that physical possession of all files concerning their departments is undertaken immediately and they should take immediate follow-up action for processing all concerned files," the office memorandum said stating that they will be the custodian of all government files of their respective departments.
The safety and maintenance of all files will be ensured by the under secretary and responsibility for any lapse will be fixed directly upon the under secretary concerned, it said instructing to comply by all concerned offices and furnished a report within two days time.
Action will be initiated to the delinquent officers without any further show cause notice.
The office memorandum also asked all heads of department to ensure timely processing and submission of proposals to the government.
If necessary, the proposals may be processed directly by the HsOD concerned.
Any lapse in timely submission of proposals to the government will invite disciplinary action as deemed fit under the relevant rules, the memorandum warned.
Meanwhile, state government on notice of the non-preparation of pay bills for the month of March payable on April has directed to issue instructions to the DDO concerned to immediately prepare the pay bills for the month of March and submit to the concerned Treasury.
Heads of department can also sought security from the DGP if they needed security as they are to ensure submission of all pay bills to the concerned treasuries by May 6 next, failing which action will be initiated against the HsOD and the DDO concerned, another office memorandum of the same department of personnel and administrative reforms (personnel division) stated.
