Non-Manipuris living hand to mouth in Manipur and the local people are one and united.
Both the non-Manipuris and Manipuris are people oppressed and subjugated by India, the Revolutionary People's Front (RPF) asserted in a statement issued by its Publicity Secretary T Leisemba.
While the CPI (Maoist) has been fighting against the Indian ruling class, the people of Manipur has been fighting against the alien rule to regain their freedom lost in 1949 .
Stating that the CPI (Maoist) has been waiting for the Indian working class by keeping its door wide open, the RPF called upon the oppressed working class and farmers of the country to join CPI (Maoist) and fight for their freedom.
"Let us join hands and fight unitedly against India so as to gain your freedom and regain Manipur's sovereignty", the RPF exhorted.
"Manipur is one of the economically and educationally backward States in the Northeast of the country, with its population originally descending from Mongolia.
And there is a mounting political influence by the Chinese authority in the region", the RPF quoted Samaliland press, Karnataka, 17 April 2010 .
There is hardly any employment opportunity and earning avenue in Manipur.
Number of educated jobless youths is increasing day by day.
Discontentment is growing.
Manipur is plagued with agitation, blockade and curfew.
It is natural people search for greener pastures and shift to rich cities for earning a livelihood.
Who will come for earning in a State like Manipur, where unrest and violence is the order of the day?.
This is one question that demands a serious analysis, the RPF asserted.
Reiterating that the RPF does not consider suffering farmers and labourers of India as its enemy, the outfit claimed that more inflow of non-Manipuris instead of leaving the State after it announced its stand on non-Manipuris followed by alleged instigation by security forces to SoO signatory KNO to oppose RPF's policy and the steps taken up by Manipur Government to counter RPF's policy have exposed the true identity of the non-Manipuris entering Manipur.
Noting that people normally go to secure and peaceful places for making a living, the outfit questioned how could one categorize non-Manipuris coming to violence and unrest scarred Manipur as job seekers.
Admitting that there may be some genuine cases, the outfit alleged barring those few genuine cases, the rest are sent to Manipur under a policy of India Government to strengthen its stranglehold over Manipur.
Ex-servicemen live on their pension money and intelligence agents carry on espionage activities in troubled areas.
Non-Manipuris working here and there earning are only to fool the people.
Their main activity is to implement India Government's hidden agenda, it alleged.
It is because of this reason that India Government and their security agencies are getting furious over RPF's policy on non-Manipuri.
"In this backdrop we should study the role taken by East India Company in conquering India by the British", the RPF exhorted.
The threat by one Sher Khan, a self styled Naxal CPI (Maoist) of so called Tirhut sub-zonal committee to force Manipuris out of Bihar, Jharkhand, Uttar Pradesh and West Bengal from June 30 created confusions and uncertainties.
However, Gopal, spokesperson of CPI (Maoist) Bihar-Jharkhand-North Chhattisgarh Special Area Committee, which is working closely with RPF has clarified that the CPI (Maoist) did not have anyone called Sher Khan and that it has no policy of driving out of Manipuris from these states.
He has also clarified that the threat was the handiwork of India's intelligence agencies.
Though this clarification has cleared the doubts, the RPF would like to caution the people that all should be wary of India Government's hidden policies.
India government has been tirelessly trying to drive a wedge between CPI (Maoist) and RPF and also intimidate Manipuri people to make their suppressive policy a success by adopting nefarious policies.
Given such intention of New Delhi, no one can rule out that India will not adopt policies more dangerous than these, the outfit alleged.
The RPF's policy on non-Manipuris is the fallout of the problems created by non-Manipuris in Manipur.
On the other hand, it should be India's policy to ask Manipuris to leave India because of problems created by Manipuris in India, it maintained.
Referring to Chief Minister Okram Ibobi's claim that non-Manipuris have been staying in Manipur for more than 100 years, RPF reaffirmed that its cut off year is 1949 .
Ibobi's statement has shown that he could not understand the issue and he was trying to create a fear psychosis in the mind of the people.
"If Ibobi is so ignorant we wonder what could be the level of understanding of his ministers", the outfit remarked.
Stating that RPF's cutoff date is October 15, 1949, it clarified that non-Manipuris coming before this date and their descendents will be taken as citizens of Manipur.
