The numerous flip flop transfers perpetrated by the present Government in the case of senior Government officials in Churachandpur has clearly annoyed the general public and they have become a major talking point at various tea stalls and public places.
The practice is adding further to non-governance and makes a mockery of due procedure apart from undermining employee discipline, a retired senior Government official said.
The practice, nurtured to perfection by the SPF Government, exposes frivolous politicking, favouritism and victimisation, and bureaucrat-politician nexus at its worst, he added.
It may be noted that Kh Raghumani Singh SDC, i/c SDO/ CCpur who was under order of posting to Imphal West as Asst Commissioner on September 25 has been transferred back to CCpur as i/c SDO in another order issued yesterday.
Mohanlal Meena, IAS, who was also under order of transfer to CCpur as SDO has also been ordered to move back to Imphal as Secretary/ Revenue in the same order.
It may be mentioned that Raghumani Singh has been acting as incharge SDO here since February 21, 2004.However, the most glaring example of blatant misuse of power and transfer policy being politicised relates to the District Hospital, Churachandpur.
In the first phase, Dr T Hatzaw, who was a senior surgeon at the hospital was appointed as Medical Superintendent replacing Dr T Lachinkhai who was shifted to the Medical Directorate, Imphal in an order dated 27 May, 2004.Then on October 18, there came another order putting Dr Hatzaw as Surgeon of the same hospital and bringing back Dr Lachinkhai as Medical Superintendent from Imphal.
Again on October 22, even before the previous order was implemented, there was an order stating that the Governor is pleased to move Dr T Hatzaw as Medical Superintendent and packing off Dr Lachinkhai to JN Hospital, Imphal as senior surgeon.
All this in a space of about five months!! Even as sources stated that these flip flop policy was perpetrated by the politicians and Ministers to extract loyalty from the officials and gain some bribe money from them in the process, the unprecedented action has gravely undermined whatever is left of public confidence, and put the entire administrative apparatus in disarray.
It has disrupted administrative continuity.
