With reference to a report published in the december 3 edition of the Sangai Express under the headline 'Not Wikileaks, but whistle ....', the PIB (DW) in a statement issued today described disclosures by 33 Assam Rifles Havildar (Nursing Assistant) Dilwar Singh as baseless and effort to divert attention from his own misconduct.
For the record, The Sangai Express has not disclosed the source and will not do so.
According to the statement, Dilwar Singh is a disgruntled soldier, a habitual offender and has repeatedly resorted to countering charges against him by levelling allegations against his superior officers and the organisation (Assam Rifles) .
It also maintained that investigation is underway against Dilwar Singh after he was found gambling in the premises of the post by his superior officers; forging official documents to level allegations against superior officers; and insubordination and threatening his superiors.
Mention may be made that the TSE reported claims by an unnamed source regarding involvement of troops of 33 Assam Rifles in the killing of one Md Fajeruddin of Kwakta Khuman in a staged encounter on January 21, 2010 .
The Havildar has never accompanied troops of 33 AR for any CI operations, asserted the PIB (DW) while contending that as Dilwar was aware of the controversy surrounding the encounter of Md Fajeruddin, he tried to mislead all concerned with a view to divert attention from his own offences.
All the present charges against the individual have been established and a 'summary of evidence' has been initiated, it added.
