Imphal, December 04 2010:
Taking serious note of the failure of cases fought by the state government in the courts, a cabinet meeting of the SPF government held today decided to take action against officials concerned if they could not explain the reasons behind the failure of the cases they are dealing with.
IFCD minister N Biren who is also the spokesperson of the SPF government said that the cabinet meeting held this evening at 4 pm discussed the matter of defeat of large number of cases against the government in various courts.
After thoroughly discussing the matter, cabinet decided to take stern action against officials dealing with the cases filed against the state government if they could not give appropriate reasons behind the defeat of the cases.
Cabinet decided to take action on those officials who could not submit affidavits, counter affidavits, rejoinders etc.
well in time under the Manipur Public Servant, Public Liability Act, 2005, he said.
Saying that many cases were filed in the court against the policies and programmes of the state government from individuals and government employees, the spokesperson alleged that most of the officials dealing with such cases are not prepared to fight the cases.
As a result, most of the cases had been lost, the cabinet considered.
The cabinet also discussed and approved on the appointment of a next-of-kin of Utlou Zilla Parishad member Thockhom Sanayaima who was shot dead by KCP (MTF) activists on the night of October 23 of this year.
The cabinet approved on the appointment of Thokchom Daballo, the son of the deceased member, as ASI (Assistant Sub-Inspector) in the police department even though he is yet to pass Class-XII, the minimum qualification required for induction as ASI in the police department.
Daballo is currently studying in Class-XI.
Special relaxation of the qualification will be given while appointing him as ASI considering the impoverished family condition of the late member of the zilla parishad, Biren said.
Meanwhile, sources said that during the cabinet meeting chief secretary DS Poonia briefed the fall-out of the tripartite talks between the Centre, state and UNC held at Senapati yesterday.
However, N Biren who was present in the meeting refused to elaborate on the chief secretary's briefing.
Mention may made that the talks were held on the demand of a separate administration for the Nagas in Manipur after the UNC declared severing political ties with the state government.
Further the cabinet approved the creation of two posts of SDOs, one for Senapati district headquarters and another for Jessami of Ukhrul district.
The cabinet decided to transfer two MCS officers to the two SDO posts, a source said.
