A strong warning has been sounded to those individuals involved in construction works without possessing relevant documents.
With execution of work before allotment of actual work programmes becoming the order of the day in Manipur, the Imphal Municipal Council has taken strong exception on drain construction works being taken up in some IMC wards even before the work programme had been finalised.
Such practices rampant in the State is clearly suggested if one assess a press statement issued by the Imphal Municipal Council.
In the said statement released by the Convenor of IMC's Jawaharlal Nehru National Urban Renewable Mission (JNNURM) it is pointed out that some individuals/prospective contractors had commenced work on drain construction at various localities even before relevant work programmes had been chalked out.
The statement informed that on December 5, 2005 the Prime Minister Dr Manmohan had announced launch of JNNURM to be implemented under the Union Ministry of Urban Development.
With Imphal too listed among the country's cities under the JNNURM programme that aims at sprucing up infrastructural requirement of a city, the IMC authorities complied with necessary procedure and had submitted City Development Plan report.
As required under the said Mission efforts are being made to sign a memorandum of agreement between Central and State Government and IMC which is the implementing agency in the State, it maintained.
Moreover, for activating the Mission's programmes a detailed project report should be furnished and submitted to relevant authorities after which 25 percent from the total allocated fund would be released to take up some specified works on priority basis.
However, without any consent report had been received of some individuals carrying out drain works in some IMC wards, said the convenor.
Cautioning such elements that they are liable to face financial losses contrary to their expectation of getting the work order/bill, the convenor asserted that all work that had begun before official order is published or without possession relevant documents would be listed as previously completed works and IMC will not be responsible for any consequences.
