Importance inclusion of disaster proof in taking up developmental works in the state was discussed in a one-day discussion on disaster management in the state held at State Guest House today.
The discussion session was organised by the state Relief and Disaster Management Institute and the theme was "Maintaining Disaster Risk Reduction into Development Activities".
Director of Manipur Remote Sensing Application Centre N Samugou, retired chief engineer of PWD, Th Joykumar and lecturer of DM College of Commerce, O Arunkumar jointly moderated the discussion session.
Director of Transport Department BK Sharma, Project Scientist of the Manipur Remote Sensing Application Centre, Ch Shamulembi Chanu, Deputy Director (Planning) of Agriculture Department, G Shamu Kabui, Lecturer of Manipur College Dr N Somorendro, EE of PWD N Subhash were the resource persons of the discussion.
Director of Transport, BK Sharma said on risk factors on having lack of traffic sense among the people and improper marking places as well as occupying streets by the vendors keeping behind the inconveniences facing the people.
Lack of proper city planning and urbanization are the other factors of traffic congestion and fatalities witnessing in the state with the increase of population, he added.
Executive Engineer of PWD, N Subhash said with no law to govern building construction, none enforcement of Fire Safety Act in the state will be a great impact when any big disasters occurred in the state.
When a building is constructed in Kolkata, prior permission of the Municipal Council, Fire Service is mandatory but in the state such permission were not considered on needed.
The PWD also needed to have a techno legal cell and imparting in-service training to the engineers, he added.
