Imphal, October 04 2010:
Education minister, L Jayentakumar today came down heavily on his colleagues, ministers and MLAs, as well as influential persons causing a headache to the rationalization policy of the Education Department.
Due to interferences from ministers, MLAs and influential persons, transfer and posting of teachers under the rationalization policy of the state education department has not been effectively implemented, the minister said speaking at the inaugural function of the Thangtong Higher Secondary School, Saikul.
Jayentakumar said that the rationalization policy was framed for the transfer and posting of teachers from schools with less students to other schools having adequate number of students.
It also aimed at an equal distribution of teachers in the schools.
This has not been implemented in a fair manner due to external interferences from ministers, MLAs and influential persons, he asserted.
In order to overcome this headache, a stringent transfer and posting policy which will prevent external interferences will be framed at the earliest, he added.
Regarding the problems of inadequate infrastructure faced by schools, Jayentakumar said that government understands the problems and has recommended to the Union Ministry of Human Resources Development to fund construction of new class rooms for 114 schools.
This is over and above the government's work in improving infrastructure of schools.
Government, with its best means, is taking up infrastructural development work in some of the schools.
The new building of the higher secondary school was constructed at a cost of Rs one crore which was sanctioned by the Union ministry of Human Resources Development in 2008-09 .
MLAs, Doukhomang Khongsai and Th Nabakishore, chief of Mangkhangphai village, Thangjakam Misao, Saikhul block ADC and officials of the Education Department attended the function in which minister Jayentakumar graced as chief guest.
MLA Doukhong Khongsai said that even though Saikul is only 32 kilometer away from Imphal, the Assembly constituency is backward in all fields.
Observing government neglect, he said that since the Congress led SPF government came to power, Jayentakumar is the first minister visiting Saikul, he added.
Interestingly, even though the new building was handed over to the school authority by the minister, there was no toilet, water reservoir, science block apart from the lack of a compound fencing.
In this regard, students and teachers drew the attention of the minister by submitting a memorandum at the concluding part of the inaugural function.
They also demanded improvement of other infrastructure like the renovation of the highly deteriorated class rooms of the school.
