Imphal, October 22 2010:
Deputy Chairman of State Planning Board and MLA of Thongju Assembly Constituency, Bijoy Koijam has once again asserted that he always has a right to ask "an incapable and inefficient" Minister to resign.
He was replying to the charges levelled against him by MOBC, Fishery and RD&PR Minister Md Allauddin in a press conference held in the office chamber of the latter today.
Talking to some mediapersons tonight, Bijoy Koijam said that he, being the elected representative of the people of Thongju AC, has the complete moral authority to point out the problems being faced by his people.
If he does not point out the problems, would someone from Pakistan come and do it? It is the duty of an MLA to point out the commissions and omissions of the government in the interest of the people.
Producing a document which shows anomalies in the selection of beneficiaries for trade/shemes for EDP for 2009-10 by the Department of MOBC, the Deputy Chairman further pointed out that while only six persons were selected from Thongju AC for poultry, 113 were selected from Keirao AC.
While 24 from Thongju AC were selected for embroidery, 61 from Keirao AC had been selected.
While only one person was selected for vegetable from Thongju AC, 119 from Keirao AC had been selected.
Similarly, while only five persons from Thongju AC had been given the benefits of providing pump sets, 165 from Keirao AC had been given the same benefit, and while no one from Thongju AC had been selected for rickshaw and rickshaw (goods), 111 and 17 respectively from Keirao AC were found selected.
Bijoy Koijam said, MOBC is not a department meant only for the minorities but also for the OBCs.
There are a large number of OBCs in Thongju AC.
However, only few of them received the benefits provided by the department.
Questioning the selection of some persons from Thongju AC as belonging to minority under the supervision of Minister Allauddin, Bijoy Koijam said, there is no minority in Thongju AC.
How were the minority people were selected from his constituency where there is no minority people at all, he said.
Bijoy Koijam said, for every such wrong action, Minister Allauddin says that he did it with the permission of the Chief Minister.
It is an act of misguiding the Chief Minister.
He always drags the Chief Minister's name in every work he does as he wishes, which demeans the government.
Thus without knowing such intricate issues, the Keirao Kendra Block Congress speaking on behalf and in support of the Minister is not a wise thing and it is not their business.
Congress party does not belong to them only, and AICC is not only for Allauddin.
He would send complaints along with documents over Minister Allauddin's mistakes to the AICC leaders, Bijoy Koijam said.
He also pointed out the disparities between the guidelines of PMGSY and the real works being done in various parts in the state, and cited Yuvaraj Palli road in his constituency as an example.
Though a lot of money has already been drawn for the work, the way the road was repaired, its width and quality, etc.
are nothing less than the work done on a small lane.
He also warned that he would ask the Ministry concerned to have an independent body to inquire into the works done by Minister Allaudin's department.
He has no personal grudge against Minister Allauddin, nor is he his enemy.
However, if he can not discharge his duties properly, it is natural that he should demand his resignation.
