Taking serious note of the failure to comply with the instructions for punctuality/timely attendance to duty among some of the officers and staff of the State Secretariat, the State Government has decided to conduct surprise checks.
In an office memorandum, Commissioner (GAD) P Bharat Singh pointed out that inspite of repeated instructions issued from time to time, relating to punctuality/timely attendance to duty, some of the officers and staff of the Manipur Secretariat are found absent, late in attendance, loitering or leaving office earlier without any authority.
This reflects a poor image of the Manipur Secretariat and is not in the best interest of public service, the office memorandum said, directing that this should be stopped immediately.
Making it clear that the office hour is from 9.30 am to 5 pm during summer season (March to October) and from 9.30 am to 4.30 pm during winter season (November to February), the office memorandum said that surprise checks will be conducted and disciplinary action will be taken up as per rules against those who are found absent, to have arrived late or left office before office hour without prior permission from the authority concerned.
In this regard, all the employees of the Manipur Secretariat have been directed to ensure strict compliance with the instructions for improving efficiency and productivity of public service.
Aggarwal to arrive on Sep 4: Retired Justice of Gauhati High Court PG Aggarwal, who has been named to head the proposed Judicial Inquiry into the July 23 Khwairamband Bazar incident, is expected to arrive here on September 4 to make necessary arrangements for starting the investigation.
According to a reliable source, following the intimation from the DRO, Manipur Bhawan, Guwahati on the arrival of retired Justice PG Aggarwal, the State Government has arranged for his flight ticket and booked room at Imphal Hotel for his lodging.
On his arrival at Imphal on September 4, Aggarwal would spend the night here and leave for Guwahati the following day, the source added.
The report of the Judicial Inquiry is to be submitted within two months.
