Imphal, September 12, 2010: Using fabricated work programmes, a huge fund meant for different places under Patsoi Gram Sabha of Patsoi constituency has been misappropriated.

This was discovered by the Patsoi Apunba Auditing Committee by invoking RTI Act.

Fabricated work programmes against which due sanctions have been made included construction of a crematorium at Patsoi Part I at the cost of Rs 80,000; construction of a community hall at Patsoi Part II at the cost of Rs 3, 24, 600; development of Sanasam Mamang pond at the cost of Rs 28,000; construction of a community hall at Patsoi Part III at the cost of Rs 3,24,600; repairing of a public toilet at Uningkhong Bazar at the cost of Rs 80,000; construction of a sanitary latrine at Patsoi Part IV at the cost of Rs 49,000; construction of a market shed at Patsoi Part IV at the cost of Rs 2 lakhs and construction of another market shed at Sanasam Leikai at the cost of Rs 1,10,402. All these sanctioned amounts were drawn without doing any work.

A meeting on this act of fraudulence was held today at Patsoi Tuliyaima Club under the aegis of the Patsoi Apunba Auditing Committee.

The meeting sought attention of the Government to take befitting action against this fraudulence.

TB Hospital staff slap percentage deduction charge against cashier: Employees of TB Hospital, Lei-ingkhol have lodged a complaint to the Hospital Superintendent accusing the cashier of deducting certain percentage as processing charge for withdrawal of arrear amount of the Sixth Pay Commission.

The formal complaint lodged on September 8 is informed to have mentioned that the cashier cited Rs 20,000 incurred in passing the arrear bill at the Treasury Office, Lamphel.

Speaking to The Sangai Express, some Hospital staff while demanding appropriate action against the cashier disclosed that Rs 900 each is deducted by the cashier from each of the Grade IV employees.

A mild altercation also ensued when the arrear amount was distributed on September 6 after a Grade IV employee raised objection when the cashier insisted on deducting Rs 900 which was finally settled at Rs 600. The Hospital has total strength of 48 employees, including eight doctors, 10 staff nurses, a sister-in-charge, one matron, one UDC, an LDC, two technicians, three pharmacists, one x-ray technician and 16 grade-IV employees.

Official processes related to encasement of GPF, medical reimbursement, ACP scheme withdrawals and 6th Pay Commission arrear is the prerogative by the said cashier, the employees maintained.

Information has also been received that the cashier deducts about Rs 1000, Rs 1200, Rs 1800 and Rs 800 depending on the arrear amount of Grade III employees.

Doctors and staff nurses of the Hospital are yet to withdraw their arrear amount as their salary ceiling pertaining to the 6th Pay Commission is under the Government process of Pay Anomaly.

The cashier is also accused of insisting on similar deductions since the past many years whenever GPF or ACP scheme withdrawals is necessary.
