The State Cabinet today approved constitution of a panel to monitor implementation of Prime Minister Gram Sarak Yojna (PMGSY), breeding policy for development of cattle and establishment of life stock development board.
Resolution to allocate plot to Imphal East District Jawahar Navodaya Vidyalaya despite the ongoing land dispute and honorarium to Manipur Human Rights Commission were also taken by the Cabinet while the crucial agenda of service extension of 336 part time lecturers of Higher Secondary Schools and pay anomaly of Government employees were deferred to the next meeting, said the source.
During the meeting that lasted for nearly six hours and presided by Chief Minister O Ibobi Singh at his office room, constitution of a State Level Autonomous Agency was agreed upon to monitor the PMGSY projects.
The main activities of the Agency will centre around ensuring timely utilization of Central funds under the scheme and producing utilization certificate for smooth flow of aid.
According to the source, Rural Development and Panchayati Raj Minister N Loken is the chairman of the Agency with the Additional Chief Secretary as member Secretary while the members include Finance Commissioner, Secretaries of Rural Development, Works, Chief Engineer (Works) and Director (RD).
In addition to monitoring the scheme implementation, the Agency will have sanction power.
It is pertinent to mention that the Secretary of Rural Development L Lakher had issued an order appointing the Chief Engineer of PWD as a member of the PMGSY.
Regarding the new honorarium for MHRC members to be effected from September 2003 the Cabinet approved the Chairman's incentive at Rs 17,000, two grade IV employees, vehicle with monthly fuel allocation of 60 litres.
For the remaining members the honorarium amount will be Rs 16,000 plus one grade-IV employees each and vehicle with the same amount of fuel as the Chairman's.
