To check instances of road mishaps during New Year's Day celebration that had claimed many precious lives in the past, Imphal West District Police would be conducting a special drive to strictly implement certain safety norms and pull-up any erring individual during the ensuing celebration of New Year Day, 2009 .
Announcing this, Senior Superintendent of Police, Imphal West District L Kailun informed that during the special drive all the police personnel of the district would be giving emphasis on checking irregularities like driving motor vehicles without driving license, driving motor vehicles by minor, owners of vehicles allowing a minor or a person without driving license to drive his/her vehicles, driving without registration certificate of the vehicle and insurance certificate, triple riding on two wheeler, vehicles plying without displaying registration number, driving by drunken person or by a per under the influence of liquor/drug, driving at excessive speed, overloading of car/ Maruti Gypsy/ Maruti Van/ Bus, driving vehicle at a speed which is dangerous to the public and driving motor vehicles while using mobile phones.
Explaining that driving motor vehicles without driving license and driving motor vehicle by a minor are respectively in contravene to Section III of the Motor Vehicle Act, 1988, the police officer said that violators of these Sections may be imprisoned for three months or imposed a fine of Rs 500 or both.
Vehicle owners allowing a minor or a person without driving license to drive his/her vehicles may also be imprisoned for three months or imposed a fine of Rs 1000 or both under section 180 Motor Vehicle Act.
Moreover, for the offence of driving without registration certificate of the vehicle, a fine of Rs 2000 which may be extended upto Rs 5000 may be slapped under section 192 of the Motor Vehicle Act.
While for driving without insurance certificate, the punishment would be imprisonment for three months or a fine of Rs 1000 or both under the same section of the Act.
For triple riding on a two wheeler as well as for plying vehicles without displaying registration number, imprisonment for three months or a fine of Rs 300 or both may be imposed under section 128 and 192 of the Act respectively, the SSP said, adding that imprisonment for six months or a fine of Rs 2000 or both may be imposed under section 185 of the Motor Vehicle Act for driving by drunk person or under the influence of liquor/drug.
For the offence of driving at excessive speed, a fine of Rs 400 would be imposed for the first offence and a fine of Rs 1000 for the second offence under section 183 of the Motor Vehicle Act and for overloading of car/ Maruti Gypsy/ Maruti Van/Bus in violation of section 133 (B) of the Motor Vehicle Act, a fine of Rs 300 may be imposed under section 177 of the Act.
Imprisonment for six months or a fine of Rs 1000 or both may be imposed under section 184 of the Motor Vehicle Act for the offence of driving motor vehicle at a speed which is dangerous to the public and for driving motor vehicle using mobile phone in contravene to section 184 of the Motor Vehicle Act, imprisonment for a term extendable to six months or with a fine of Rs 400 may be imposed and for a previous similar offence the punishment would be imprisonment for a term extendable to two years or with a fine of Rs 600, Rs 800 and Rs 1000 respectively.
Appealing to the general public to co-operate and help the police in curbing road mishaps and to save precious lives, the police officer made it clear that the special drive is being proposed not with the intention of disturbing the festive mood but to check alarming instances of road mishaps which can be avoided with a little application of mind and co-operation of all concerned.
