Manipur Human Rights Commission has today asked the DGP to submit the progress report of the investigation into the alleged rape of a minor girl by her relative at a rented house at Paona bazar.
The rights panel took up the case following a report submitted by the SP of Imphal West on January 20.According to the police, on January 19, a 43 year old housewife named as Sita Devi, wife of Dhamendra Rajak of Bihar and presently staying at 1st MR family quarters, reported that a relative of hers, a 12 year old girl was raped 4/5 times by one of her relatives, Suninder Kumar (30) at his rented room at Paona bazar from September 30 till December 12 last year.
The girl was raped while she was left at the house of the accused after her family members went to Bihar, said the report.
An FIR case number 8 (1) 2005 under Section 376 IPC was registered at City police against the accused who was arrested on January 19, said the police report.
After going through the police report, the rights panel asked the DGP to furnish the progress report of the investigation into the case within four weeks time.
MHRC also registered the case for inquiry under the relevant provisions of the Protection of Human Rights Act, 1993.Further proceedings will be taken up on February 24.In another case, MHRC has issued bailable warrant of arrest against one L Bihari Singh of Thoubal Nepra Company in connection with a fraudulent transfer of ownership of a bus.
Though Bihari was summoned by the MHRC earlier, he had failed to appear before the Commission constraining the rights panel to issue the arrest warrant.
After the proceedings on January 10, the rights panel directed the Officer-in-charge of the case to arrest Bihari and ensure his appearance before the Commission yesterday.
However the accused again did not turn up for the proceedings, the rights panel noted in its proceedings today.
While issuing the bailable warrant of arrest, MHRC asked the police officer to ensure that Bihari is produced before it on Feb 2 at 11 am.
