Transport Minister L Jayantakumar has informed that steps have been taken up for setting up a driving college in Imphal.
Inaugurating a workshop on 'Effective implementation of Motor Vehicle Act and Rules in the State of Manipur' organised by Manipur Human Resource Development Association at State Guest House here today as chief guest, Jayantakumar said the proposed driving college which is to be sponsored by a company is expected to start functioning from next year.
The Minister observed that although the number of vehicles plying on the roads of Manipur increase by 7000 every year, vehicle drivers and owners right from civilians to Ministers, officers, MLAs and even law enforcing agencies do not respect the traffic rules and regulations.
They park their vehicles or drive in to any places they like giving scant regard to the existing traffic rules and regulations, he added.
In such a situation, proper understanding of the existing traffic rules and regulations by all the people is essential, he said, adding that law enforcing agencies should also carry out their duties sincerely and with dedication.
The Minister further informed that the State Government is making efforts for setting up proper parking lots for vehicles in Imphal city under the Jawaharlal Nehru Urban Renewable Mission.
District and Session Judge of Imphal West, Kh Gomti Devi presided over the inaugural function of the workshop which was also attended by Transport Director Norbert Disinang, Senior SP of Imphal West District L Kailun and SP of Imphal East District Th Radheshyam Singh as guests of honour.
Earlier delivering the key note address, Deputy SP (Traffic) Victoria Devi pointed out that there is no proper mechanism for controlling the vehicles whose number are rising every day on the roads of Manipur.
Public also lack traffic sense, she added.
In his address one of the guests of honour, Radheshyam noted that motor vehicle related accident is one of the main causes of loss of many precious lives.
This could be avoided if the vehicle drivers understand and respect the traffic rules.
Many resource persons presented papers on topics relevant to the theme of the workshop in the technical session.
The resolutions adopted at the end of the workshop include to prevail upon the authority for not issuing driving license to persons who are under 18 years of age, to conduct minute examination while issuing driving license, to issue fitness certificate of the vehicle after proper physical examination, to instruct owners of autorickshaw drivers in connection with fitting iron guards on the left side of the vehicle so as to prevent passengers from getting down from that side, not to allow uninsured vehicles from plying on public road and to frame a policy for the uninsured vehicles.
