Imphal, August 08 2010:
The proscribed UNLF has listed the alleged common mode of human rights violation by security forces under the immunity guaranteed by the Armed Forces (Special Powers) Act.
Pulling up innocent civilians in the name of counter insurgency operations and killing them in cold blood in fake encounters and then putting combat dresses on the dead and placing a gun beside the corpse is the first mode, the UNLF alleged in a press release issued by its Senior Publicity Officer Ksh Yoiheiba.
Using surrendered or renegade UG cadres against insurgents and setting up gangs inciting them to do all kinds of anti-social and anti-revolutionary activities and then killing the gang members or surrendered/deserter cadres only when they refuse the bidding of security forces or their utilities get exhausted is another form of human rights violation generally committed by security forces.
The third mode pertains to luring innocent civilians with false promise of jobs or threatening the civilians to stage surrender dramas just to claim that the revolutionary movement can be subdued, the outfit alleged.
To cover such modes of human rights violation, the PRO of security forces have been making all kinds of false propaganda through media.
The recent case of Sarangthem Prem alias Lukhoi was a continuation of the same malicious propaganda campaign.
The PRO first said that the said individual was UNLF's finance secretary but a few days later, the PRO said that Prem alias Lukhoi was working in finance department of Division III.
Noting that the family of Prem have clearly explained his innocence, the outfit asked if the IG AR (S) would dare let Prem for himself before media freely without any threat.
Milling false propaganda by forcing innocent civilians to stage surrender dramas can no longer befool the people of Manipur, the outfit asserted.
Naorem Kaoba alias Manimohon s/o Birchand of Tentha Khunou and Sapam Iboyaima alias Sanatomba s/o Bheigya who were arrested as KCP cadre and UNLF cadre respectively and brought to Imphal yesterday were former cadres of the UNLF.
Kaoba alias Manimohon retired in 1998 and later started in indulging in extortion for his personal benefits in association nondescript organisations.
He went into hiding when the party went after him to give penalty.
Iboyaima alias Sanatomba fled away with the money sanctioned for his unit together with a civilian girl in 2005 .
Both Kaoba and Iboyaima have been sentenced to punishment by the party, added the release.
