Imphal, August 08 2010:
The All Tribal Students' Union Manipur (ATSUM) has said that the tribal communities of the State have every reason to be deeply upset, unsatisfied and angry with the State Government for its failure to understand their aspiration and execute its commitments both written and verbal.
The hill districts are under severe tension for the last one month due to propaganda and agitation fuelled by Meetei Civil Societies (MCS), said a press release issued by its Assistant General Secretary Robert Leivon.
The hurt and humiliation of tribal people will take a long time and huge task to heal, it added.
Maintaining that ATSUM has given its suggestions on Manipur Reservation of Vacancies in Post and Services (for SCs and STs) Bill 2006 the press release said that an entirely new clause was however added under Section 18A, 18B giving protection to erring officers in 2007.It added that the law has not been enforced by the Government even after three years of the passing of the Bill.
Reservation of tribal people in employment and admission has come down from 31 percent to 7.5 percent after the educational institutions have changed into Central institutes, it added.
ATSUM further said that less tribal admission leads to less opportunity to jobs and promotions.
ATSUM also said that the Government must held responsible for these gaps and lapses.
The State Government must address this serious matter without any delay to avoid any long term consequence, it added.
