Headmen of Choithar and Khangkhui Khullen villages have jointly submitted a memorandum to the Chief Engineer, SQC, Manipur State Rural Road Development Agency, Government of Manipur requesting for early resumption of the road construction work from Choithar to Khangkhui under work package no.MNO 916 .
The memorandum signed jointly by headman of Choithar village AS Agam and headman of Khangkhui Khullen KAS Rinsem pointed out that the in recognition of the necessity for construction of the road connecting Kamjong and Ukhrul IVR which passes through five villages of Veikang area, officials of PWD under MSRRDA conducted survey for new alignment of the road in 2007 along with headmen and village authorities of three villages.
The headmen have also given their no objection certificates to the Dept in this connection.
Accordingly, a detailed project report had been approved by the Govt for alignment of the NH-150 from Choithar upto Khangkhui, which is a distance of 13.9 kms, at an estimated cost of Rs 4 crores under PMGSY scheme.
In accordance with the Govt order, road cutting work upto Choithar has been completed.
But further construction work has been halted by an order of the PWD on July 2, 2009 stating that the work would not proceed beyond Choithar following a complaint lodged by three persons whose paddy fields are located along the road side, the memorandum said.
It further pointed out that on July 13, 2010, MP Rishang Keishing convened a meeting of the headmen and village authorities of the three villages to settle the deadlock.
After a minute deliberation, it was resolved that the work should resume as per the new alignment prepared by the Dept.
