During question hour in the Assembly today, in reply to a question by MLA Chingai A/C, Dr Khasim Muivah, Tribal Development Minister DD Thaisii said that the names of the employees of the Autonomous District Council are included in the Manipur Government Employee List (MGEL) and that they are entitled to all the facilities of the state government even though they are cadre employees of the District Council only.
Law Minister, Th Devendra informed the House that the status of the Members of Manipur Human Rights Commission has not been decided and that they are now drawing an honorarium of Rs 16,000/- pm and if they happen to be former government employees, then the pension amount will be deducted from this honorarium.
The Minister was replying to a question from RK Anand, MLA of Naoriya Pakhanglakpa A/C.Suplementing the Law minister, O Ibobi Singh, the chief minister said that the status of the members of the Manipur Human Rights Commission will be decided soon.
On the non recruitment of personnel to the commission, the chief minister said the main reason behind this was the ban imposed on recruitment of government employees.
But at present to help in the functioning of the commission, altogether 19 government employees which include one deputy secretary from the Law Department, two stenographers from the Commerce and Industry Department are engaged on deputation, informed the chief minister.
In reply to a question by K Wungnaosahng, MLA, Phungyar Kendra, the Education minister, L Jayantakumar said that 9 government high schools have been upgraded to Hr Sec schools recently but no posts of principal, vice-principal, lecturers, contractual lecturers and lab attendants have been sanctioned for these upgraded schools.
In one of the recently upgraded schools in his constituency, there is no provision of teaching Manipuri language, said the MLA, terming it as unfortunate and that the state government seems to be neglecting the language.
Minister Jayantakumar, in his reply, said that there is no question of neglecting Manipuri language and that the government will make up this lack in due course.
In reply to a question from MN Mangi, MLA, Kumbi Kendra, PHED minister, TN Haokip said that the Kumbi Other Town Water Supply Scheme will be commissioned by July, 2010, Pombikhok and Wathalambi-Santipur Water Supply Scheme by March, 2010 and Ithai Water Supply Scheme by June, 2010.The minister also informed the house that efforts are on to make the Tingsing Wangoo Water Suppy Scheme functional once again by March, 2010 and that Kumbi Laigoubi Water Supply Scheme is functional but it is facing problem because of lack of manpower.
Efforts are also on to constitute a Village Water and Sanitation Committee to ease the problem of the villagers of the area, the minister informed the house.
3743 FIR cases have been registered at police stations in Imphal East district , 2209 at Bishnupur and 3573 at Thoubal between January 1, 2005 to December 31, 2009, the Home minister, o Ibobi, informed the house in replying to a question by L Nandakumar, MLA, Uripok Kendra.
