Dr Kishen hearing case differs

The final hearing of the petition filed by father of the murdered Kashom Khullen SDO, Dr Th Kishen seeking registration of a case against the then Ukhrul DC, Pankaj Kumar Pal scheduled today has been differed due to non-appearance of the state chief secretary's counsel.
The Gauhati High Court Imphal Bench had fixed the final hearing to a writ petition filed by Th Surendra, father of Late Dr Th Kishen to the Court seeking the court's intervention in directing the state government to register a FIR case against Pankaj Kumar Pal and to investigate into his role in the murder of his son.
State Chief Secretary is among the respondents of the case and as his counsel failed to appear in the court, Justice T Nandakumar postponed the hearing on January 19.Former Ukhrul DC, Pankaj Kumar Pal, who had been placed under suspension subsequent to the brutal murder of Dr Th Kishan and his two subordinate staff by armed NSCN (IM) cadres, have been sent on deputation to Bihar.
But his exact whereabouts could not be ascertained till date.
His place of posting was not disclosed even with the help of RTI.
When family of Th Kishen attempted to know his exact whereabouts through RTI, state home department refused to disclose citing security reason.
Khaidem Mani, the counsel of the petitioner, while giving an argument in the court today expressed suspicion of a conspiracy in sending out the IAS officer on deputation to other state.
