Imphal, August 01 2010: Hands of Executive Engineer, Public Health Engineering Department, PHED, Imphal West is alleged involved in fraudulent withdrawal of Rs.162 lakhs in construction of Water Supply Zonal Station at Anilongbi in Mayang Imphal, Imphal West district, without completion of the work, which was started in 1999 .

In a press meet today Brave Boys Association (BBA), Senior Citizen's Forum , Mayang Imphal and Meira Paibi leaders of the area alleged that withdrawal of entire amount for the work, without completion, was carried out in collusion with the concerned EE, PHED, Imphal West.

While speaking in the press meet Advisor, BBA, Bijendro Mangang said when their complaints to various authorities on non completion of construction work of the Zonal Water supply station were not heard by the authorities, Secretary, Brave Boy's Association (BBA), Mayang Imphal M Yaima approached Chief State Information Commissioner on March 16 this year under RTI Act 2005 for detail information related with the work and from the reply of the Chief State Information Officer, it was come to know that contract was allotted in the name of contractors VS Ngainingkhui and Morung Maring with budget estimate of Rs.162 lakhs, with 90% work completion, and amount released on March 31, 1999 .

However when they contacted the concern EE, PHED, Imphal West, he disagreed with the amount of budget estimate disclosed by the Information Commissioner and assured that the incomplete work would be completed by March this year, the leaders termed his reply differ from the informations provided by the Chief State Information Officer, this clearly exposed that EE, PHED, Imphal West's hand is also involved in the fraudulent withdrawal of the entire amount without completion of the Water Supply Zonal Station.

They informed that the work has been left unattended for a long time after unloading few pipes causing prolonged potable water scarcity to more than 10 thousands population in Mayang Imphal Maning Khunou, Charoibung, Konchak, Yangbi, Kokchai, Thana Awang Leikai, Thana Wangkhei villages which are to be covered by the station.

It was also disclosed in the press meet that the actual contactor who is directly handling the work is President of Imphal West District Congress Committee, Ningthoujam Nilamani.

They also demanded for punitive action against the EE and those involved in the case.

Secretary, Senior Citizen's Forum, Mayang Imphal, Ch Naolon, while speaking on the occasion lamented that little works done were also of poor quality, due to abandoning of the site in rain and sun for so long has caused further damages to the work, and now site is almost covered by wild grasses he alleged.

He further asserted that seeing the situation, those involved in the case deserved befitting penalty.

He went on with a threat to approach Guwahati High Court in the case along with mass agitation to make the Water Supply Zonal Station at Anilongbi, Mayang Imphal functional.
