The Manipur Human Rights Commission has asked the Chief Secretary and Director General of Police to furnish reports of action taken in connection with the quit notice allegedly served by NSCN (IM) on Kuki villagers in Ukhrul district.
The Commission demanded that relevant reports be submitted within four weeks and listed the matter for further proceeding on December 30.Based on the complaint application presented to the Chief Minister by the Kuki Movement for Human Rights (KMHR) the MHRC had acted, said informed sources.
The Kuki rights body, in its representation to the CM had conveyed an earlier complaint forwarded to it by secretary of Thowai village T Mangjathang Haokip.
Copies of both the complaints were placed before the Commission.
The KMHR in its peitiotn accused the area commander of the NSCN (IM) of summoning Thowai Kuki villagers at Sikibung village on November 23.When the village leaders and elders complied with the diktats, the underground outfit citing high command order issued a strong warning to the villagers to leave before Christmas festival failing which dire consequences could not be ruled out, maintained the complaint.
On November 26 the NSCN (IM) cadres also threatened to attack the village where even women and children would not be spared KMHR chairman T Lunkim said in his complaint while urging the Chief Minister to provide security so as to avert possible attack.
Having perused the complaints, the rights panel headed by its Chairman WA Shishak today asked the Chief Secretary and the DGP to furnish report on action being initiated.
"I have no doubt in the mind that the State Government must have taken necessary action on receipt of the petition which was addressed to the Chief Minister," the MHRC chairman expressed.
It also registered the matter as an MHRC case for inquiry under relevant provisions of the Protection of Human Rights Act 1993.Meanwhile, Kuki Students' Organisation taking serious note of the development appealed to the NSCN (IM) to withdraw the quit notice at the earliest to prevent escalation of tension and to avoid communal violence.
